Mix vinegar with water in a 1 to 1 ratio and add some salt. Spray the maggots and the entire inside of the organic garbage can with the mixture. Let it sit for a few hours and keep spraying in the meantime. This should kill the maggots. Then clean the garbage can as described above with a pressure washer or by hand.
